Agent rule
/thinking clear/write requires requireOwner(). Persist to Supabase thinking_resolutions via /api/todo?scope=thinking and actions thinking_resolve / thinking_undo / thinking_todo_done — do not add a new Vercel api/*.js (Hobby 12-function cap). Decision notes default is_public=true. Optional add_to_todo surfaces a From Thinking follow-up on /todo (not a row in todo/items.json). Private notes never returned on anonymous GET.
Status: Accepted
Context: Browser localStorage Mark done was per-device and did not capture thought process. Auto-pushing every clear into the public roadmap would flood Todo with non-work decisions.
Decision: Owner desk loop Thinking → Todo → Decisions → Changelog. Opt-in checkbox for Todo. Promote to ADR only when agents need a technical constraint.
Consequences: Run 012_thinking_resolutions.sql on platform Supabase. Further APIs must multiplex or use Edge.
